Course = Academy shell (e.g. HRD 6301). Institute program = client cohort (e.g. Hormel). Same Person model. Modules & tools attach as a pack on either. Creating a course here sets up auth data; publishing HTML and edge gates may still need a deploy.
Creates courses row and a default cohort (id-f26 or id-default). Then use Roster to add students.

Packs define which modules/tools a class or Institute program includes. Enforcement (gating module URLs) comes after packs are filled.
